First of all, there are different grades of Marine plywood. Okume is the most common, but Meranti is also good stuff, and it's definitely cheaper.

I haven't used it in a while, so I can't say exactly what it goes for per sheet. It is still more expensive than construction plywood. However, if you used miranti, you could skip the fiberglass altogether, and I wouldn't be surprised if you saved money. Epoxy isn't cheap. It's worth pricing out both ways.

I'd feel more comfortable with well painted marine plywood and no glass. As long as you paint it, it'll make a very long lasting boat. I've done plenty of fishing out of an aluminum jonboat, and they are the first boat I ever rowed. The standard jonboat is dead straight and flat on the bottom, and the back end is submerged. This is fine with a little more power. But if you're only ever going to use a trolling motor, then you'll never get the boat on plane, and it makes no sense to have a boat designed specifically for planing.

If I were you, I'd put a bit of rocker in the back so that the transom sits up out of the water. This will allow the boat to slip along at low speeds much more efficiently.
